A legal notice publicly announces the water system's intent to solicit engineering qualifications, establishes submission deadlines, and satisfies procurement transparency requirements. For federally funded projects, publication of a legal notice is typically a required step. For state and local funding, requirements vary significantly by jurisdiction, funding source, and state law.

Before publishing, verify your specific requirements with your state primacy agency, funding source (USDA RD, EPA SRF, state grants), and legal counsel. Key variables include the publication vehicle (newspaper of general circulation, official legal newspaper, or state portal), number of publications required (single or consecutive weekly), advance notice period (typically 2–3 weeks, but some states require 30 days), and required language for equal opportunity, Davis-Bacon Act compliance, and Brooks Act compliance.

The template provides two versions: a short-form notice for newspaper legal columns and a long-form notice for websites or procurement portals. Complete all bracketed fields with your water system name, project details, funding source, contact information, and submission deadline. Add any state-specific or funding-agency-required language, and have legal counsel review the completed notice before submitting for publication.
