This template guides water systems through issuing a Request for Qualifications (RFQ) to hire engineers for capital projects. It covers project description, scope definition, and evaluation criteria for phases from preliminary engineering through construction completion. The process prioritizes technical qualifications before fee negotiation, following federal and state procurement rules.

The scope spans four phases: preliminary engineering and feasibility analysis; final design with construction drawings and specifications; bidding and contractor selection; and construction observation. Each phase includes specific deliverables—from alternatives analysis and cost estimates through record drawings and operator training—that operators should expect from the selected engineer.

The template includes sections for describing the facility type, project location, budget, schedule, funding sources, and regulatory requirements. Firms submit a Statement of Qualifications tailored to the project details provided. Construction observation is treated as mandatory, not optional, with the frequency and staffing level scaled to project size and complexity.
